House lawmakers have voted to support a 2019-20 General Fund budget that continues a multi-year effort to hold the line on taxes, fees and spending. Total state spending would be set at $33.997 billion, a 1.8% increase over the current fiscal year, which is in line with the rate of inflation. The plan provides for a record level of spending on education and includes a deposit of more than $250 million into the Rainy-Day Fund, the state’s primary “savings account.”

Legislation that would ease restrictions on the use of motorized scooters in the Commonwealth has been introduced in Harrisburg. Rep. Greg Rothman (R-Cumberland) and Rep. Stephen Kinsey (D-Philadelphia) introduced House Bill 631 to address the proliferation of motor scooters among young adults in Pennsylvania. Rothman said his bill would provide a more environmentally friendly travel option.

Gov. Tom Wolf unveiled his 2019-2020 state budget proposal on Tuesday in Harrisburg. The $34 billion spending plan represents a nearly 1 billion dollar increase in state spending over last year. Rep. Greg Rothman (R-Cumberland) said he is generally pleased that no tax increases are called for within the budget, but is looking forward to hearing details about the proposed increases in spending.

The House of Representatives was in session Tuesday in the state capitol and members had the opportunity to attend Governor Wolf’s inauguration ceremony for his second term. In his speech, the Governor struck a conciliatory note and called for increased spirit of cooperation between the General Assembly and the administration. Rep. Greg Rothman (R-Cumberland) said he was encouraged by the Governor’s positive tone and looks forward to working on the common goal of putting a responsible and on-time state budget in place.

Members of the Automated Vehicle Coalition joined Tuesday in Harrisburg to praise a new law governing the future use of autonomous vehicles on Pennsylvania highways. The legislation sponsored by state Rep. Greg Rothman (R-Cumberland), would enable the use of highly automated vehicles in construction or work zones designated by the Pennsylvania Department of Transportation (PennDOT) and would also empower motor carrier and military vehicles to travel in platoons without fear of being cited with a traffic violation. Rothman said the new law will enable automated vehicles to play an expanded role in highway construction industry and will ensure that Pennsylvania continues to be a leader in the implementation of this new technology.

House Republican lawmakers and business leaders introduced a package of Regulatory Reforms Tuesday in Harrisburg aimed at improving the state’s business climate and reining-in government regulatory overreach. The bill are based on information gathered in the House State Government Committee’s Regulatory Overreach Report, which included findings from a series of public hearings held across the state last year that included testimony from various employers, organizations and experts on state regulatory policy. The report called for reforms to Pennsylvania’s restrictive regulatory system that is credited with holding back business development, limiting job creation and crippling economic growth. Rep. A plan to generate additional revenues for Pennsylvania state government by using targeted tax cuts to spur business growth was unveiled Tuesday in Harrisburg by state Rep. Greg Rothman (R-Cumberland). The state’s current Corporate Net Income Tax (CNI) rate of 9.99 percent is one of the highest in the nation and is widely seen as a barrier to economic growth. Rep. Rothman said his legislation would make Pennsylvania economically competitive by cutting the CNI rate, mirroring the 1981 Kemp-Roth federal law that generated a historic increase in business activity and tax revenues.

Legislation allowing the sale of wine and beer at grocery stores recently took effect in Pennsylvania allowing local stores to offer the convenience of food and alcohol purchases in one place. Thanks to the new law, sponsored by House Speaker Mike Turzai (R-Allegheny), Pennsylvania has taken the first steps in moving toward a privatized system for the sale of wine and liquor in the Commonwealth. Several local lawmakers were joined by Governor Wolf at a Wegmans store in Mechanicsburg on mark the beginning of private wine sales in the state.

At a press conference held in Camp Hill on Friday, Republican lawmakers emphasized the damage being done to the Commonwealth by the Governor’s decisions to cut vital funding, already approved by the legislature, for education, agriculture, corrections, and other critical services. Several House Republicans questioned the Governor’s motives in calling for increased education funding, but then personally cutting $3 Billion in the final 2015/16 budget agreement.
